FIRST OF ALL – it should be recognised that the Humanity faces a huge economic depression ever, that have his epicentre, not surprisingly, located at the enormous excess generate by an extraordinary growth in productivity in conjunction with identical growth of production plants all over the World favoured by the Globalization Phenomena.
SECOND - it should be recognised that the World faces an economic crisis of overproduction due to absence of adequate control, if any in some cases, over the economic policies of enterprises concerning speculative practices and high risk expansion programs.
THIRD – as everything, MAXIMUM LIBERTY, thou important, should be exercised within certain boundaries beyond which occurs degeneration of quality often responsible for serious damage to society of a whole, this fact determining implementation of some sort of regulation in order to keep the needed BALANCE between one’s Liberty and Society’s Liberty representing all other individuals.
FOURTH – it is a fact that Humanity made, since the 2d World War, a significant step foreword toward freedom, democracy, peaceful resolution of conflicting interests and construction of basic fundaments for common devellopment of economic and social progress for all humans on Earth, this leading to Globalization of both demand and production markets.
FIFTH – in such complex environment, the inexistence of an international organism responsible, at least, to monitor the levels of production concerning the main goods object of international trade “vis a vis” of their global demand, has revealed kind of catastrophic for the necessary minimum equilibrium between production and consumption with a negative impact at investment decision level which lacked an important input needed to accurately measure the righteous of CONCERNED forecast.
SIXTH – at this point the all powerful financial liberty to conduct speculative practices and other monopolistic manoeuvres aggravated the conditions favouring the eminence of a deeper crisis. The Financial Power should be, in a word, HUMANIZED.
SEVENTH – it is necessary to move from Simple Economic Globalization (SEG) based mainly on globalization of demand and production markets, to Advanced Economic Globalization (AEG), which, in addition, should be constructed over the following pillars:

- - OPEN CENTRALIZED DATA BASE TO BE IMPLEMENTED AT UNITED NATION ORGANIZATION LEVEL WHICH SHOULD IN COOPERATION WITH GOVERNMENTS AND OTHER SPECIALIZED INTERNATIONAL ORGANIZATIONS AGGREGATE REVELANT ECONOMIC DATA RELATED TO LARGE ECONOMIC REGIONS AND THE WORLD ITSELF, CONCERNING PRODUCTION AND DEMAND LEVELS, BY CATEGORY OF GOODS;
- - OUTLAWING AND MONITORING SPECULATIVE FINANCIAL PRACTICES MAINLY IN WHAT CONCERNS STOCK MARKETS TRANSACTIONS;
- - DEVELLOPMENT OF NEW SPECILIZED FIELD OF STUDIES PERTAINING TO MACRO ECONOMY, BEYOND INTERNATIONAL ECONOMIC RELATIONS, NAIMELY,;INTERNATIONAL/GLOBAL ECONOMY, WHICH ONCE FORMULATED SHOULD BRING CHANGES IN ORDER TO UPDATE THE INTERNATIONAL ECONOMIC RELATIONS FIELD OF STUDY.
- - ORGANIZATION AND “MISE EN VALEUR” OF AN INTEGRATION OFFICE WITH THE FUNCTION OF STUDYING THE VARIOUS LEVELS OF COOPERATION AND EVENTUAL INTEGRATION WITHIN REGIONS AND INTER-REGIONS;
- - CREATION OF A WORLD DEVELLOPMENT CENTRE OF RENEWABLE ENERGY WHICH SHOULD PROFIT ALL MEMBER COUNTRIES;
- - ESTABLISHMENT OF AN INTERNATIONAL BUREAU FOR FOOD SECURITY WITH THE FUNCTION OF FORECASTING THE NEEDS AND PLANNING THE MEASURES TO BE CARRIED OUT, IN COOPERATION WITH THE GOVERNMENTS AND OTHER INTERNATIONAL ORGANIZATIONS, IN ORDER TO PREVENT CRISIS OF SUPPLY;
- - ESTABLISHMENT OF A WORLD FUND FOR PRICE STABILIZATION WHICH SHOULD BE USED TO ACQUIRE THE EXCESS OF PRODUCTION DUE TO THE APPLICATION OF THE POLICIES OF THE INTERNATIONAL BUREAU FOR FOOD SECURITY, WHICH IN TURN SHOULD BE USED EITHER AS A RESERVE EITHER TO DIMINISH THE PAIN OF LARGE NUMBER OF POOR HUMAN BEINGS ALL OVER THE PLANET OR BOTH;
- - IMPLEMENTATION OF A WORLD WIDE CONSENSUS BUREAU FOR SECURITY WITH THE ROLE TO DEVELLOPE AND IMPLEMENT A STRATEGY TO CURB THE INCIDENCE OF PIRACY, TERRORISM, DRUG AND HUMAN TRAFFIC;
- - ORGANIZATION OF A WORLD WIDE SUPPORT BUREAU FOR ECONOMIC (RE)STRUCTURING;
- - LAST BUT NOT THE LEAST, REFORMULATION OF THE ROLES AND PROCEDURES OF FMI AND THE WORLD BANK IN ORDER TO RESPOND TO THE PRESENT AND THE NEAR FUTURE CHALLENGES.
